　　中新网4月28日电 据教育部网站消息，为巩固拓展脱贫攻坚成果，深入实施乡村振兴战略，进一步健全控辍保学长效机制，切实保障适龄儿童接受义务教育权利，近日，教育部办公厅印发《关于建立健全义务教育控辍保学常态化报告工作机制的通知》。

　　《通知》指出，各地要认真落实党中央国务院有关决策部署，坚持和完善联控联保责任机制，压实部门责任，形成工作合力。强化省市统筹，落实县级主体责任，指导“一县一案”“一校一案”完善控辍保学方案，确保工作要求落实落小落细，形成常态化抓好控辍保学工作的机制。

　　《通知》要求，各地要通过“四查三比对”、“铁脚板摸排”等方式，摸清底数登记造册，县级教育行政部门要建立适龄儿童台账、疑似辍学学生台账和辍学学生台账，并根据自查结果等动态更新。把孤儿、事实无人抚养儿童、残疾儿童、困境儿童等特殊群体作为重点排查和监测对象，准确掌握他们的就学情况，健全辍学学生快速发现与响应机制。

　　《通知》明确，各地要建立健全“四个一”报告机制。一是学校一月一报告，对疑似辍学或辍学的学生，及时纳入相应台账，并向主管教育部门上报；二是县区一季度一复核，每季度对各校报送的辍学学生数据进行复核，每年春季、秋季开学时节，组织进校、入户实地深度调研；三是地市一学期一调研，重点指导各县(市、区)工作落实；四是省级一学年一评估，每学年组织对辖区内控辍保学工作情况进行评估和指导，并将评估结果报教育部。

　　《通知》强调，要加强数字化赋能，利用全国基础教育管理服务平台做好辍学学生全流程管理，加强劝返复学，做好每次劝返记录，实行动态销号管理。各地要细化方案或明确具体要求，确保义务教育控辍保学常态化报告制度务实管用、落实落细，做到持续发力、久久为功。
